Chromium equivalent

An index summarizing the ferrite-stabilizing effect of all alloying elements relative to chromium. It is directly used in weldability phase diagrams.

So, you calculate the chromium and nickel equivalents from the alloying elements in the weld metal. With that, you go into the Schaeffler or WRC diagram and read off how much ferrite is in the weld. A small ferrite content is important; it absorbs impurities and thus prevents hot cracks during solidification.
